A born and raised Butler Countian, Ms. O’Neill graduated from Talawanda in 1979 and The Ohio State University with a Bachelor of Science Degree in 1983. She joined the Army in 1984 as a Satellite Communications Technician. She returned to Ohio in 2002, and joined the BCVSC in 2006.
